Windows Not Responding

My computer posts the Hour Glass and states "Not Responding" when I click
onto anything. Even when I am within a site and trying to go forward or
back. I feel like I am on Dial Up and I pay for Premium Modem Service.
Please help me as this wasn't the case when I first bought the computer. I
am running Windows XP and it is completely updated. I clean, check for
errors and defragment so often I feel like I have an eraser in my hand.
Please Help Me!
