Windows not shutting down

When I shut down my computer (windows 98) by clicking on "Shutdown" my
computer goes into the shut sown mode and the Windows Shutdow screen appears
but it never goes to the next step of "It's safe to turn off your computer",
or auto power off. I have to power down then everytime I restart my computer
it does a full disk scan, I tried re-installing windows 98, but no change.
Any ideas?

Tom try shutting down everything in task panal first (by clock)
and when you click on shutdown holddown the mouse button for 5sec.

Tom,
Before shutting down press control alt delete, then shut
down everything that is running except Explore, System and
Systray. Then go ahead and try shutting it down. That
should do the trick. You just have something that is
continuing to run in the background. Hope it works for
