That would depend upon the specific type of license you own, and which
you've declined identify, and whether or not the computer in question is
capable of running WinXP, something else you haven't disclosed.
Therefore, no one can give you a definitely accurate answer; you haven't
provided the necessary information.
If you have a retail license that is not currently installed on any
other computer, and if the target laptop can support WinXP, then the
answer would be "Yes."
If you have a generic, unbranded OEM license that has never been
installed on any other computer, and if if the target laptop can support
WinXP, then the answer would be "Yes."
However, if you have branded, manufacturer-specific OEM license for
another computer, or even an unbranded OEM license that has been
installed on another computer at some time in the past, the answer would
be "No, not legitimately." (Regardless of the deliberate lies propagated
by some of the mindlessly anti-Microsoft trolls.)
And, of course, if the laptop's hardware componernts cannot support
WinXP (consult the manufacturer), then the answer is also "No,"
regardless of the license type.
