I went back and looked at my diVx and Nero folders and I found that even
though I uninstalled Nero there were still a few files left,
DosBootimage.IMA, mfc71u.dll, NeroHistory.log, VMPEGEncNDX.dll,
after deleting these files I found that when I open WPG (Windows Photo
Gallery) dllhost.exe no longer uses 60%+ CPU power, I believe the problem is
fixed but I will update if it os not, thanks,
