Windows SBS 2003 stuck on SQL update

My Windows SBS 2003 server keeps downloading the same update over and over.
It isn't installing for some reason. I can't make heads or tails of the log
file. I just rebuilt my server - reinstalling SBS 2003 from scratch. I do
not have SQL server installed on my server. I was going to install SP1 but
decided not to because of this issue. The server is running normally
otherwise. Any ideas?
