This problem of mine just started to happen the same time i installed SP1, so
i think they are related. Whenever i log off my account, then log back on, my
desktop becomes screwed up. First sign, the Sound and Netwrok icons on the
system tray do not load and my Anti-Virus icon doesnt show up; Second sign,
When i click Computer i get a blank explorer (however i can still navigate to
other folders via the Links), Third Sign, Sidebar gadgets dont appear but the
actual sidebar does, Fourth Sign, the taskbar doesn't display any open
windows.

When i try to access the Sound settings via Control Panel nothing loads. In
Explorer, the quick links on the blue taskbar below the address bar is blank.

So far i haven't found any more messed up things.

This only happens when i Log Off then back on, but it fixes with a restart.
Does anyone know why this is happening? And has anyone encountered this
before? I would appreciate any help.

You may be having trouble loading a driver. Reinstalling it may help.
A device driver is not installed, or a hardware device does not function
correctly after you install Windows Vista Service Pack 1:
