Hi Tim,
You could try disabling the Security Center service and see if that solves
the problem:
Go to Start>Run and key in services.msc then click on OK or hit ENTER
Locate Security Center in the list of services, double-click on it, use the
drop-down picklist to set the Startup type to Disabled, then click on Apply
then OK.
See if the problem disappears after you reboot.
