windows security blocking modem driver

I installed a modem on a vista system and windows security is blocking the
exe programs from loading at start up. Windows securtiy makes me okay each
program before it loads. Also, User Acct. Control prompts for the Admin.
password. How can I mark these programs as okay to load so I don't have to
manually okay them each time at windows start up?

You can't. And the program is NOT OK. If it were, you would NOT have to give
authorization each, and every, time. The program is not written to Vista
standards.

Also, what modem "program" has to load each time you boot the computer?
Modems only need drivers to function with the operating system.

Please be more specific - including the program name.

Richard,
This is what is being blocked by security:
(1) system32\usrldr.exe (application)
(2) system 32\3cmlink.exe (application)
What happens, is that windows security prompts me to let them run or not at
windows start up.
I click (run), then user acct. control asks for the admin. password for
"Modem R3 interface-x86" US robotics corp to load.
This is the driver page for my modem model 5699b. I downloaded the vista
driver from this page.

I emailed usrobotics support and they said that it wasn't their problem.
