Windows Server 2003 R2 - 0x80072f94

Windows Update fails with 0x80072EFD

It's a new machine and can browse the web - Internet Explorer Enhanced
Security Configuration is enabled.

The OS is Windows Server 2003 R2

There is no proxy. I have tried disabling the firewall and also Internet
Explorer Enhanced Security.
