Windows Server 2003 w/ 5cals ... 5 cals not there 0-0

Ok so got a copy of server 2003 new out the box never isntllaed etc

Installed, installed terminal services & server etc

Ok now From what i understand and form the last time i did this when the cals should be there on the server when i activate it. I tried adding cals using the server 2003 key for the installation and it was not accepted ><

Very frustrated so i am now looking for advice maybe i have forgotten somthing or missed something can anyone give me a hand.
