Windows SP2 Popup protection bar--it does not work?

It worked before I deleted the shortcut called Windows Marketplace. Now,
since I deleted that shortcut, when I want a popup to show nothing happens, I
can't get the popup to popup at all and there is no popup protection bar
message.
The only way I can even post this message-since this uses a popup-- is
because I enabled popups for this site before I deleted the shortcut to
Windows Marketplace.
I tested it out on eBay's Homepage where it says Live Help, which is a pop
up and I can't get the popup to popup, and the protection bar remains just
the links bar, no message shows like it should. I jsut installed SP2 and am
struggling with this.
