Windows SP3 does not remain approved in WSUS 3.0 SP1

When looking through WSUS updates for whatis approved per PC and what is not,
SP3 always shows up as not approved, when it has been approved in the past.

Has anyone experianced this, if so how did you fix this other than approving
it again?
