windows start up error URGENT HELP

i'm having problems coming up to my log in screen when i start my computer.
an message say "windows are unable to start up due to changes in
hardware/software" however have treid everything e.g last configuration, and
disabled most things to see what is happening.
im currently running my PC in "safe mode" and would like to return to my
normal settings
please help
