Windows Starting

Half the time, when I press the start button, the machine freezes with a
white bar stuck halfway across the screen. The two F8 & F12 titles are still
showing but don't react.

If I then shut down the machine by pressing the start button until it shuts
down, and then restart it then works OK, although pausing at that "freezing"
point for about a second.

This has happened virtually from when my machine was delivered but Dell
aren't interested.

Any thoughts?
