Windows System Resource Manager questions

My boss wants us to use the Resource Manager feature in 2008 server to
do surveillance on how the server is used with control of:

- Priority of jobs
- Memory usage
- Disk usage
- Number of jobs per user

I have been trying to do this in Windows System Resource Manager but
find it very hard to know how to find it. Please give me some hints if
you know how to proceed.
