Windows toolbars stuck to the taskbar?

I recently upgraded to Vista after using XP home for a good number of years,
and one of the things i had on my XP system was a toolbar on the side of my
screen, as shown in this picture of the desktop:

I wished to achieve the same toolbar setup on my Vista machine, and so went
about doing it the same way i did on XP. I made a new folder, handily named
"sidebar1_games" and placed a few shortcuts in it. I then right clicked on my
taskbar, went into the toolbar sub-menu and clicked 'new toolbar.' After
selecting the folder, this appeared to work properly except from one
fundimental issue:
The new toolbar appears to be glued to my taskbar. Lock Taskbar is
definately off, and i am able to slide it all over the taskbar, but i cant
click and drag it into a seperate space for itself.

Has this handy feature just been removed, or is there a trick I'm missing.

Things have changed in Vista. The toolbars cannot be moved from the Taskbar.

You can still accomplish the same result in Vista. Go to your User Account
folder and create a new folder with the name you wish to use for the
toolbar. Next, create a shortcut for the new toolbar and place it on the
Desktop. Drag the toolbar shortcut to the side of the screen where you want
it placed and drop it there. The toolbar will attach itself to the side of
the screen.

You can right click this toolbar and it will have the same properties,
configuration settings, behavior, etc, that a normal toolbar has.
