Windows Update 0% Cmplt Freeze

I have Windows 98 and am trying to update using the MS site. I click on
scan for updates and get 0% Completed and nothing else.
I have IE5.5 and have tried downloading and installing script 5.6 and repair
of IE to no avail.
Suggestions?
