Ensure that you have disabled all third-party anti-virus, anti-malware, or
download accelerators, then try the upgrade again.
If the condition persists, download Dial-a-fix from
http://wiki.djlizard.net/Dial-a-fix_beta and use its repair options for
Windows Update, Crypto Services, and re-register Internet Explorer etc.
