I'm fixing a friend's computer that had hundreds of viruses and
spyware programs.

I think I disabled something I shouldn't have.

When I try to do a windows update I get:
Error number: 0x80070424

I ran services.msc but automatic updates is not
listed as one of the services. I went to control
panel - automatic updates and Automatic is
selected.

What should I try next?
panel and

Be sure the pc is thoroughly clean of malware!
Next, see the post by Harish G at Microsoft on exception 0x80070424

Review Services.msc again
The following services are needed by the processes at Windows Update / Automatic Updates, and in services management console ( services.msc) must NOT be *Disabled* in the Startup type. They need to show a startup type of Manual or Automatic.
Here are the services & their Startup types:

Automatic Updates Automatic
Background Intelligent Transfer Service(BITS) Manual
Cryptographic Services Automatic
Remote Procedure Call (RPC) Automatic
System Restore Service Automatic

Review these services, make any changes as needed, and then I'd suggest doing the following:

For sure, logoff Windows and restart the system.

Given you have XP, or server system:
Highly recommended, use Internet Explorer browser and go visit V6 of Windows Update. This will get all your W U controls updated to V6.

I may have made things worse. Before I saw your response I found
another post in here that gave instructions to load these services
manually:

regsvr32 c:\windows\system32\wuaueng.dll
regsvr32 c:\windows\system32\wuapi.dll
regsvr32 c:\windows\system32\atl.dll
regsvr32 c:\windows\system32\wucltui.dll
regsvr32 c:\windows\system32\wups.dll

After doing that, windows update worked and downloaded and
installed SP2.

Reboot failed. I get the screen with boot options,
but none work. It won't boot to safe mode, it won't
boot to last good configuration, and it won't boot
normally.

Any suggestions?

Carl,

The lines with regsvr32 were to re-register some system components (DLL files). I doubt those would have been of any harm.
How do you know that the service pack installed ok? You watched it?

Please provide as much detail as you can. How far did you get into each bootup choice?

Be very, very persistent in tapping F8 when this pc is booting up. Getting a bootup menu is a big key.
Next it's to turn off "reboot on error" .

Note that you may actually see "disable reboot on error" as an option once you get the bootup options.
Select that option.

BTW, do you have an XP CD for this system?

Thanks for your reply.

I think the service pack installed ok, because instead of immediately
giving me the 70424 error that I had been getting, it took a while,
said it needed service pack 2, I told it to download and install.
That took about an hour. When it was done it told me to reboot
and I did.

If I select the boot-normally choice, there's a pause with the same screen
but with the count-down timer stopped, then the black screen with
Windows XP with the segmented blue bar going across it, then there's
a flash of blue screen with some text on it then it reboots. This machine
had Windows XP professional on it, so it seems odd that banner screen
has changed to regular Windows XP.

If I select the safe-mode choice, it starts displaying the drivers it's
loading.
They all start with:
multi(0)disk(0)rdisk(0)partition(1)\windows\system 32\driver\
The last one that is displayed is ndisrd.sys
Then it reboots.

Another change I had made before I did the windows update
was to take a hard drive from a different Windows XP system
that my friend had whose motherboard died, and install it
on IDE-1 with the CDrom, leaving the boot disk on IDE-0,
and the boot order as cdrom, ide-0, cdrom, so that it
wouldn't try to boot from that. It did boot fine that way
several times before I did the windows update. The reason
for installing the hard drive was so that any needed files could
be copied over.

I have a bootable cdrom that lets me boot into dos mode
if I need to make any manual changes.

Thanks again for your help.

Carl,
Windows is hitting an error condition, and because it still has "reboot on error", it is rebooting itself. You need to be persistent in tapping / retapping F8 Function key when pc boots up. ( you may also use the power off / power on from your pc case).
When bootup choices appear, review very carefully.

Turn off "reboot on error" . You will see "disable reboot on error" as an option once you get the bootup options.
Select that option.
I need for you to actually see the STOP error, and when you do, post back the verbatim (all) information.

I don't seem to have that option.

I turned off quick-boot in the cmos settings, so it displays the options
for a long time while the memory is tested. F8 is boot menu
and when I press F8 it brings up a small menu that says
"select first boot device" and allows me to select between
floppy cdrom ide0 and network. Once I select ide-0 it just
brings me back to the same screen I've been getting that starts
with:
"We apologize for the inconvenience but Windows did not start
successfully. ..." and has the 3 boot-in-safe-mode options, last
known good configuration, and boot normally. I don't see any
way to modify reboot-on-error.

Try using RegEdit under the XP Recovery Console then.

<title>Black startup screen is briefly displayed and your computer restarts
repeatedly when you try to start Windows XP</title>
http://support.microsoft.com/default...1&PA=1&SD=HSCH

(Win-F1 Boolean search of XP KB using
boot AND "automatically restart"
)

BTW 0 hits for phrase "reboot on error".
Under the System Properties Startup and Recovery dialog
the option is called "Automatically restart" (E.g. press Win-Break
and start from the Advanced tab...)

FWIW I suspect that you could have a partition problem as a result
of adding that new drive. Or you may have a driver problem for
one of your drives. E.g. there may be a magic "press F6" incantation
you are missing. Either way, I think you would probably get better
assistance from a newsgroup which specializes in your OS and
specifically in installation and recovery issues.

Good luck
