Having googled for hours and many dead ends (of deleting files, registering
components etc..), if anyone has the same problem, the answer that worked
for me is:
Start Regedit.exe (from Start/Run)

Locate the registry key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\BackupRestore\

Created the following key:
FilesNotToBackup

so you have this path when finished:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l
\BackupRestore\FilesNotToBackup\

Start the BITS service... no more errors!

It worked. After creating the key, the bits service started no problem. I
have spent 5 hours looking all over the web for this solution. Microsoft
needs to fix their BITS Installation!!!
