Windows Update and Automatic Update dialog both hang

* Going to the Windows Update website
* Clicking the Automatic Updates tab via My Computer / Properties.
Both of these actions hang.
If I disable the Automatic Updates service via services.msc, I get to the
property dialog fine, but Windows Updates asks me to enable the service
again. How can I repair the services so it doesn't hang?
