Windows Update and Downloader

For the last week or so i have noticed that my explorer will not update the
updates as the downloader for it is missing, i need help trying to find the
possibilities of how this has happened....also, i keep getting "cannot
display webpage" everytime i try to download IE8....or anything of the sort.
Would be of great help if you could give some explanation to this...

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA or Geek Squad) computer repair shop.
