Windows Update and Services

When I go to Windows Update, it's telling me that I need to start services
that are already started (BITS, Automatic Updates, and Event Log). I've tried
restarting my PC, and it hasn't solved the problem.

* Which version of Windows and what Service Pack level ?

Can the services be Stopped and Restarted ?
What is the installed antivirus/security suite/anti-malware software ?
Which firewall is being used ?
What toolbars and add-ons have been installed in Internet Explorer ?
Are there any cookie/popup blockers installed ?
