Windows Update and SVCHOST 100% CPU

I am having problems with Windows Update.

Running Windows XP pro SP3, all updates done, till July.
Now, everytime I turn on Automatic Updates, the PC blocks, because svchost keeps 100% CPU. Doing updates from Microsoft Windows Update site makes the green bar "looking for updates..." running for ever, till I close IE.
The PC is clear from viruses: I use Norton Internet Secirity, and I have made scans with Malwarebytes Antimalware, Windows Defender Offline (booting from CD), Avira Rescue (booting from CD), and TDSS Killer: all negative for threats.
I have tried the FixIt on Microsoft sites, and other fixes (deleting SoftwareDistribution folder, resetting winsock etc.) with no result.
Finally, someone told me to re-install Windows. It seems a too hard solution, the PC is OK, every other software runs smoothly, I can't believe I have to reformat my PC only for Windows Updates.

Any idea ?

I noticed this too with Automatic Updates enabled for the last couple
months. It does go away after several minutes. I think it's normal, but
annoying.
