Windows update & windows upgrade

I asked this in the Win 98 Windows Update group, but thought I would ask a wider audience....

I have been keeping my old Win 98 system up-to-date using Windows Update. I recently upgraded it to Win 98SE. The upgrade replaced new versions of files (e.g. some .dll files) with the old versions from the Upgrade CD. (I can see them using the Version Conflict Manager - VCM.) I assume that most of these newer versions that Win 98SE replaced are files installed by Windows Update. I am looking for advice on how get to a good system level.

Should I just use VCM to re-install all the latest versions of files? Is it possible that doing this might not get all of the parts of various updates (e.g. registry settings) so that I don't really get back to a complete, correct level?

Or is there some way to force Windows Update to re-install EVERY update that applies to Win 98SE; i.e. ignore the history and whether it's currently installed, and JUST INSTALL IT. I tried renaming iuhist.xml, but Windows Update said there were no critical fixes for my system, so it must have other ways to know what is installed.

Or is there another way?....

There are many that say you shouldn't upgrade an o/s, but do a clean
install, particularly with older o/s

I don't have answers for your other questions, but I can shed some light on
this. The iuhist.xml file is "window dressing" only (pun intended). It is
merely a convenience for humans. The update site doesn't read or access this
file when checking for needed updates.
