Windows Update Catalog Issue

Hello there,

I'm having difficulty accessing the Windows Update Catalog, so that I can
download some updates for some older operating systems. Namely, on trying to
access the site, I get an "Administrators Only" message, saying I must be an
administrator in order to access the site, which I am.

I have tried the troubleshooting steps located at:
http://support.microsoft.com/kb/316524, without success.

Further, Microsoft Update appears to be working perfectly, as does Automatic
Updates, so it appears to be an issue specific with WU v4 which WU Catalog
uses, as opposed to v6 which MU uses.

Windows version of the machine you're using to access WinUp Catalog?

The machine being used to access the WU Catalog is a Microsoft Windows Server
2003 R2 x64 box (w/ SP1) and all the latest updates from Microsoft Update.
The site is being accessed through IE7.
