Windows Update continuously reports restart required

Hello. I have a PC where as the subject states, is in a always showing
the gold shield in the system tray advising a restart is required.
Restarting will result in the exact same message and no forward progress
can be made at pulling any updates.

This PC was originally a 2000 Professional machine that had an in-place
upgrade to Windows XP SP2. Thus the "Windows" directory is actually the
2000 installation location of "WINNT".

Further, the previous solution provider advised "something is broken so
we just turned off automatic updates". Not a very good solution, methinks.

I [can] use the Autopatcher solution but would like any advice on how
frequently this problem occurs and learn a bit more and correct the root
cause. The client would rather not wipe and reinstall.

Any suggestions welcome.

Reboot required message is generated:-
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate\AutoUpdate\RebootRequired

If the key exists the message is generated by WU and it fails to work further causing
[Error number: 0x8DDD0007].

Disclaimer: Modifying the registry can cause serious problems that may require you to
reinstall your operating system. Use the information provided at your own risk.

The solution is to remove the key (the reboot required entry only) so there would be
only

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate\AutoUpdate
without the RebootRequired entry.
