Unfortunately, I'm not sure what is meant by "resetting its state", so I
don't know where to tell you to begin looking.
A search of the KB site using 0x800B0003 resulted in just one article:

The Resolution section contains some additional .dll files to the ones that
I posted in my previous response that you could register.........try that
and see if it resolves the problem.
