Windows Update Does Not Open from START Menu

Having difficulty with 3 users out of 100 on win2kpro. From their Start
Menus, we cannot open Windows Update. The Windows Update browser window
simply will not open. We checked the properties for the WU shortcut, and
they look same as for box that doesn't have problem.

Is Windows Update considered a PopUp window? All three users had a Google
or Yahoo toolbar with PopUp blocker (as many other unaffected users currently
do). We removed these to no avail. We are having a similar problem on these
3 users with an enterprise app that is Web based and uses pop ups. The app's
pop up windows simply do not open.

Thoughts?

What does the shortcut look like? (I don't have that OS.)

Have you tried an alternative way of getting there?
E.g. in an IE window press Alt-T,U

Try an IE Repair? (Ref. KB194177)
