Windows Update - doesn't work automatically or manually

Hello all. I'm having a Windows Update issue on a work computer. The little
shield icon comes up in the task bar saying that updates are ready for the
computer. But when you click on it, it just disappears and nothing happens,
then it reappears after a few seconds.

Then if I go to the website to do it manually, I get Error code 0x800a0046.
I followed all the suggestions on the Microsoft troubleshooter, and nothing
changed.

I've also been working with Microsoft support on fixing this, but so far
none of their suggestions are working, so I'm wondering if anyone here has
any other suggestions.

Here's what they've suggested so far:
Verify DCOM Security
Enable User data Persistence in Internet Explorer
Temporarily disable the security programs for troubleshooting purposes only
Reset permissions

After I completed that last step, the person helping said that the Windows
Update log I sent her still got error code 0x80070005, and wanted me to make
sure I completed that step. I know I did, but I'm doing it again anyway so I
can get a screenshot of the results to send back to her.

So, if anyone else has had this problem and knows how to fix it, any help
would be greatly appreciated.

0x80070005 ERROR_ACCESS_DENIED

Most likely cause is that there is a setting in the registry that is
preventing the update from installing. Either caused by a 'security' app
or malware.

0x800a0046 CTL_PermissionDenied

That error would indicate that the culprit is 'security software'

Which security software has been installed/updated since the last
successful installation of updates ? [ex: WebRoot, Spybot, etc]
