Windows update Doubt

We have ISA 2004 Ent, working fine.

For some systems (2000 and 2003, XP)windows patches doesnt update (same
Admin previlages and same domain), we tried in console as well as remotely.
but the same.

i installed one more server ISA 2000 in cache mode, if i use other servers
and clients ISA 2000 as a proxy, it start to download.

Anything i have to change in ISA 2004?
