windows update...error...800046

i have tried tun a cmd....but i get a access denied message

What exactly is the problem?

....I cannot get windows updates...when i start windows update.it tells me to
do the express install...and when i start the express install...i get an
arror message ...0x800A0046...and ihave tried the 3 troubleshooting
options...and when i run the cmd...it gives me a message ...access denied

What version of Windows are you running? Are you running an administrator
account? If your not running an admin account you need to be in order for
Windows Update to work.

Hey Ben im running XP...service pack 2.....i can go to microsoft .com and
find the updates and download them from there...but i cannot get automatic
updates...and i have tried all 3 trouble shooting suggestions and i cant seem
to get it to stop getting that message when i try to use automatic updates
