Windows update error 80070xxx

I have been receiving an error when running Windows update on my laptop, it
is 80070264. I have searched to see if there is a fix for this error short
of reinstalling the Windows Vista Home Premium. Apparently I am not the only
one receiving this error, there are many others out there and there are many
fixes suggested but none of them have worked thus far. The update error on
the taskbar icon states "Windows can't search for updates", the error code
is found in the windowsupdate.log file. Since so many people are having this
issue I cannot believe that Microsoft doesn't know about it. Just for the
record I did replace the GlobalInstallOrder.xml file as suggested to no
avail. Has anyone found a solution to this issue?

There is an IP address conflict with another system on the network

Who or what suggested replacing GlobalInstallOrder.xml ?
