Hi

Most likely because the "Automatic Updates" service is not set to
Automatic or BITS set to Manual

1. Click Start, click Run, type services.msc, and then click OK.

2. In the list of services, double-click on Automatic Updates

3. In the Startup type list, if not already set to Automatic,
click Automatic, and then click Apply.

4. If Service status is set to Stopped, click Start, and then click OK.

5. Double-click on Background Intelligent Transfer Service

6. In the Startup type list, if not already set to Manual,
click Manual, and then click Apply.

============================/

I'm working on a computer (Windows XP w/ SP2 installed from a CD) that is
having the same problem. Initially I was getting the 0x80070424 error after
clicking on the link for a Custom Install at windowsupdate.microsoft.com.
After searching around I found a spanish language forum that suggested
running the following command:

regsvr32 wuaueng.dll

I executed this command, and lo and behold I was able to refresh the page
and install the updates. I rebooted the computer and went back to Windows
Update, and got the 0x8DDD0018 error.

I checked the BITS service and it was indeed set to Manual, so I set it to
Automatic and started it. It started without error.

The Automatic Updates service, however, is disabled and I cannot change it.
If I attempt to change the value I am notified that the Automatic Updates
service is marked for deletion. This also explains why Windows Security
Center cannot enable Automatic Updates, however if I go to the Automatic
Updates setting in the Control Panel it is listed as being enabled.

Periodically when I reboot the wuaueng.dll file becomes deregistered and I
have to execute it again to be able to get past the opening windows update
page.

Joe
