Try this:
1. Stop the service "Automatic Updates"
2. Rename the folder "DataStore" at:
C:\WINDOWS\SoftwareDistribution\DataStore
to something else.
3. Restart the service "Automatic Updates"
You will lose your Update History when you do this. The DataStore will be
rebuilt the next time Windows Update runs.
You might also benefit from installing the version 3 of the UpdateClient, by
downloading to hard disk from:
<http://download.windowsupdate.com/v7/windowsupdate/redist/standalone/WindowsUpdateAgent30-x86.exe>
If this produces an error message about "Update agent already
installed", then execute the installer again manually, with parameter
/wuforce as in (at a comand prompt window):
WindowsUpdateAgent30-x86.exe /wuforce
