Windows Update error: wuauclt.exe

I just realized that when I replied to an older thread where someone was
having the same problem as me, the thread is buried back in May, where the
thread was started. I keep getting this error, and no matter whether I click
send error report or not, the window keeps recurring. So I followed the fix
on this thread, which I thought was going to work, but then got an error
during the forced update.

I'm having the same problem, and followed these instructions. When I ran the
program from the icon where I saved teh file to my desktop and when I forced
it per the instructions, I get the same error:

Install failed with following error number:
0x80070420

Help!?

Do you have Windows installer 3.1 installed? (It's listed under Add or
Remove Programs
if you have it). If yes, uninstall it.

Download & Install the Windows Installer 3.1from the Microsoft Download
site.

Next, re-try Windows Update.

3a. Check Windowsupdate.log (%windir%\Windowsupdate.log) for errors
associated with the download/install.
