Windows Update Errors on Win 2008 Core

Windows 2008 Core created from an image. WindowsUpdate.log has the following
errors:

WARNING: WinHttp: IsFileToBeDownloaded failed with 0x80004004
WARNING: WinHttp: ShouldFileBeDownloaded failed with 0x80004004
WARNING: SelfUpdate check failed to download package information, error =
0x80004004
FATAL: SelfUpdate check failed, err = 0x80004004
WARNING: Skipping scan, self-update check returned 0x80004004
WARNING: WU client failed Searching for update with error 0x8000400
---------------------------------------------------------------------------------------
Tried reinstalling WindowsUpdateAgent, deleting registry key for SUSClient.
Still no luck. Suggestions appreciated.
