windows update eula not showning up and 0x80240020

On my w2k machine I get a 0x80240020 error in the windowsupdate.log file

I have tryed several options posted Updating the register tree for senslogn

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\Notify\SensLogn]

also I do not have Notify_Disabled listed

I've checked dcomcnfg for Default Access Permitions and this is blank

The only thing I can now think is that i'm mot being asked to agrea the EULA
before download of updates or install

Is there something in the registry that would turn this off?
