Windows update failed

I recently had to perform a recovery of an HP workstation, running Windows XP
Pro x64 using the recovery partition to restore it back to factory defaults.
Once the recovery had finished I tried a Windows update, which failed. From
the Windows update website, the update fails with the error code 0x8024D007.
Running the latest Windows update agent returns the same error. I have
followed the following kb's 956701, 943144 - both as a local administrator
and a domain administrator. 956701 fails when trying to regisiter
WUAUENG.DLL, with the error 0x80070514.
