Windows Update fails after XP Service Pack 2

This is on my daughter's Compaq Presario 2100 laptop. It's hooked into
an Asante router (which connects to my cablemodem). I had turned on the
Automatic Updates feature after installing XP SP 2, but after my log
showed absolutely no updates since SP 2 (months ago) I tried going thru
the Windows Update page to manually prompt for a list of available
upgrades. I had no problem running Windows Update prior to installing
SP 2 - now, I make it to the Windows Update window, click on the
'Express Install', then I get the 'Windows Update is looking for
available updates...', green segmented line perpetually scrolling left
to right - forever, I think, if I let it..

I've checked the C:/windows/Windows Update log and there are no errors
reported, just numerous lines going something like:

Required version for binary C:\Windows\System32\"misc .dll and .exe
files listed")
Binary: C:\Windows\System32\multitude of file names

I use Norton Antivirus, but in troubleshooting I booted with it turned
off to no avail. The only reference I've seen similar to my problem
referenced a Black Ice Defender conflict, which I'm not running.

Whilst troubleshooting I turned off the Windows Firewall using the
Security Center control panel. Now I am unable to turn it back on, and
instead get the message "Windows Firewall/Internet Connection Sharing
(ICS) service is not running...", and if I tell it to start the ICS
service it tells me it cannot start the service.

I suppose as long as I keep my virus protection up-to-date I should be
fine, but I don't like being unable to download and install the myriad
of updates that continually come out.

Any help or suggestions would be appreciated.
