Windows Update Fails with Code 80096004

Does anyone know how to fix this problem? I tried restarting, clearing
everything in Internet Explorer, and changing how the certificates are
checked (may have missed a setting). The code shows as 80096004,
"TRUST_E_CERT_SIGNATURE, The signature of the certificate cannot be verified"
from Microsoft.

- Windows Update has been failing for the past month with code 80096004.
- No errors in the application or system logs.
- Windows update log shows the following:

Hm, do you have installed the Root Certitificate update KB931125 (V11)
offered via Windows Update as optional update?

You're running Windows XP SP2?
