Windows Update fails to complete

After the usual installation of new Windows Update software, WU appears to
search for new updates normally, but never returns to display the available
updates for installation. Checking its log files there are several
references to dlls that are not the correct version. It appears that the
installation of the new version was only partially completed. So, it seems
that one needs to force a new installation of Windows Update. How can you
do this?
