Windows Update fails at /splash.aspx?

Windows Update fails by locking up when the status bars shows:
//v5.windowsdupdate.com/v5consumer/splash.apsx?page=c&ln=en-us...
I have reregistered the windows update files and an number of other
suggested fixes. Thanks/Howard

I tried to download Xircom modem driver file from the web and instal it. But
the 'splash' file in the xircom pack on opening de-stabilised windows 98 in
my laptop. After repeated trials of re-configuring 'msconfig', I changed the
start up from safe mode to Normal mode start up. All features and softwares
are now in tact and active. But the screen continues to appear only 50% of
the size as in safe mode still. I am unable to correct this and maximise the
screen display to full size, as it used to be earlier. Pl help how to solve
this problem.
