Windows Update Failure - Licensing?

Office XP service pack 3 update failed to install on my PC. Error code =
0x8024002D.
Also there was a pop-up asking for the CD.

We are close to rolling out WSUS, and do not want to have to go to Users PCs
to install a CD for Office updates.

Do we get this error because the software was installed by user A, and user
B is installing the update ? In other words, a licensing issue?

As a system administrator, we do not want this situation with WSUS. We have
no nway of knowing if this is going to occur.

How can we bypass this situation?
