Windows update files no longer installed

I am getting this error and the following two repair options when I run
Windows Update and choosing either Express or Custom and cannot do any
installs at all.

"Files required to use Windows Update are no longer registered or installed
on your computer. To continue: Register or reinstall the files for me now
(Recommended) or Let me read about more steps that might be required to
solve the problem." I now also get an error saying the Phishing filter in
IE7 cannot check any websites because the phisihing server is down.

My laptop is about 3 months old, and I've never had a problem with Windows
Update before, but yesterday I let Windows Update install a new video driver
that really messed up my system. I was unable to uninstall it and get the
system working correctly again, so I formatted and re-installed the
"default" setup from the manufacturer's restore disk. The laptop is
store-bought with Win XP-SP2 Home edition.

The format went fine, so the first thing I did was run Windows Update. I
didn't want to do all 70+ updates at once, so I installed IE7 first. The
installed worked great, and I surfed around for a couple minutes. Then I
installed Media Player 11, which also went fine.

After the reboot for WMP 11, I ran Windows Update and installed the
remaining 60ish updates. After rebooting, I went back to get any remaining
updates but got this error when selecting either Express or Custom "Files
required to use Windows Update are no longer registered or installed on your
computer. To continue: Register or reinstall the files for me now
(Recommended) or Let me read about more steps that might be required to
solve the problem."

I chose the first option to let register/reinstall the files. Windows
Update did a redownload of some files, but I still got the same error. I
tried the let me read more option, but it only brought me to a generic help
screen that didn't help. One weird thing is that after I get that error,
the Phishing filter in IE7 says it cannot check the website because the
phisihing server is down.

So, I reformatted, thinking something bad happened but had the same errors
again, even with installing the 70+ files all at once this time. After
getting the errors upon reboot & retry, I removed the Software Distribution
folder, which seems to solve some other issues, but it didn't help. I tried
a few other things but still not luck.

So, I formatted a third time, installed the updates again, but still get
that same error. There are more updates that I know I need to get such as
updates for .NET, but I am unable to get past that error. Any help would be
great. Thanks.

I'll give it a shot and see what happens. I think the IE7 errors are
related to the Windows Update errors, however, because IE7 works fine until
I run the updates. Once the updates are installed and the PC reboots, IE7
quits working. I'll do the suggestions, though and if there's any problems,
I'll ask in that forum. Thanks again.

Windows Update are no longer registered or installed on your computer

Some have reported that simply re-registering the MSXML3.DLL seems to fix the
problem.
1. Click Start.
2. Choose Run.
3. In the Run box, type: regsvr32 MSXML3.DLL
Press okay

If that hasn't helped you may need to re-registered some more files:

1. Click Start.
2. Choose Run.
3. In the Run box, type (pressing okay after each one) :-

net stop wuauserv

Repeat for the following:
regsvr32 wuapi.dll
regsvr32 wups.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wuweb.dll
regsvr32 MSXML3.dll
regsvr32 qmgr.dll
regsvr32 qmgrprxy.dll
regsvr32 jscript.dll

net start wuauserv

To reinstall the Automatic Updates service, follow these steps in this article -
You receive a "Windows Update has encountered an error and cannot display the
requested page" error message when you try to install an update

If you need to reinstall the ActiveX controls (because they may have become
corrupt):-

Follow this article -
The Windows Update Web site and the Microsoft Update Web site do not scan for updates
when you repair a failed installation of Windows XP Service Pack 2 or of Windows XP
Service Pack 1

Thanks for help! Just typing "regsvr32 MSXML3.DLL" at a command prompt
fixed it.

Kudos... Had the same issue on 2 identical fairly new laptops. I just reformatted for the third time today and ended up with the same error. Did a google search and found this post.

'Just typing "regsvr32 MSXML3.DLL" at a command prompt fixed it.'

Reviewing the prior updates leading up to this, I believe the culprit was the MSXML 4.0 SP2 update (KB927978)

Makes sense, since after this update MSXML3.DLL was no longer registered. Pass the word, this was a simple fix and it could have avoided many reformats!
