Are Windows Update files protected from being overwritten?

Microsoft article 274215 says that it is not necessary to reinstall Windows
2000 Service Packs after system state changes.

Is the same thing true when applying Windows Updates? When installing new
Windows components or other software -- are files previously installed by
Windows Update protected (by Windows 2000) from being overwritten by older
versions of the same files?
