Windows update hangs at "being downloaded"

Windows is not updating automatically anymore. Sometimes the yellow shield
icon appears in my task bar, but when I hover my mouse over it, it shows that
the progress stays at 0%; nothing happens when I click it. If I try to go to
update manually via internet explorer, I can choose which updates to install,
but after clicking OK, a window pops up saying "the updates are being
downloaded and installed", and the process hangs there. The window contains
some areas where the progress meter is supposed to fill, but it is all empty.

How do I fix this?
