Check your program control in NIS - you may be blocking Windows Update within Nortons
For example, this is for V2004 but it will give you a general idea
To permit Windows Update full access
1.. Open Norton Internet Security.
2.. Double-click Privacy Control.
3.. Click Advanced.
4.. In the scroll list, select microsoft.com > windowsupdate.microsoft.com.
5.. On right pane, go to Global Settings tab.
6.. On Information About Your Browser, uncheck "Use Default Settings" and choose
"Permit".
7.. Click OK.
