"Windows Update Incomplete"

when going to windows update, it fails to recognize. it just returns the
"Windows Update Incomplete" message..I have changed the settings it suggests
changing..They are set up to allow the windows update to run, but, after
numerous attempts, no change. it starts, seconds later, the "%age" doesn't
even come into effect - it just jumps to the "......Incomplete" screen

What may be the next best approach to get updates.
