windows update KB867801 keeps installing

I am experiencing difficulty with KB867801 on a certain machine. OS is
Windows XP Service Pack 1. Internet explorer version is
6.0.2800.1106.xpsp2.030618. I have tried installing this upate multiple
times and installation confirms that it succeeded but it continues to show
as needing to be installed through windows update. In the about Internet
explorer dialog box it shows Q867801 as installed.

I tried the following:

- I emptied my Internet Explorer cache
- I uninstalled and reinstalled the update
- I manually removed any registry keys for the update
- I renamed the edb.log file
- I renamed the CatRoot2 folder
- I enabled the cryptographic services (already was)
- I re-registered the cryptographic services dll's
- I checked for hidden attributes on the Windows, System32 and CatRoot2
folders (none there)
- I downloaded the update directly and then tried installing it.
- I downloaded the update directly, uncompressed it to a folder, then right
clicked on the inf file and chose install.
- I wrote registry keys to the registry for KB867801 and Q867801 hoping
that it would no longer show that update.

I have exactly the same problem and have followed the same steps without
success. This follows a similar problem with some earlier updates which would
not instal correctly. What you have done is what MS suggested to me for the
earlier problem.

I have this same problem on my Win2K machine with KB867801 and KB833989. I
also had the problem with every earlier IE update, going back a year.
Whenever a new cumulative update comes out, it is installed multiple times.
However, my "About Internet Explorer" dialog only shows "Update Versions:;
SP1; Q330994; Q837009; Q823353;" Why are the updates not getting installed?
Which registry keys do I need to look for?

I was able to solve the problem, by taking the following steps:

0. Deleted cookies and temporary internet files.

1. Download and reinstall IE6 SP1. Now "Update Versions:; SP1" only.

2. Run Windows Update, and install the 7 available updates.

3. Check to see that KB833989 had not installed.

4. Run Windows Update again, and install KB833989 again.

5. Now "About Internet Explorer" reports "Update Versions:; SP1; Q867801;
Q823353; Q833989;"
